For some reason, this is a relatively new issue that requires re-rethinking – not written in any Master-plan, the definitions of which are always decades behind reality. The most tangible evidence of this is some authorities' willful insistence on installing tiled roofs based on technology that is thousands of years old. It is crucial to emphasize that preventing floods is in the hands of the authorities at governmental, municipal and regional levels, all of them obliged to ensure that drainage is in order all the year round, and not only when the weather report warns of approaching rains. An important factor at the building level is the implementation of smart electronic monitoring systems independent of the regular electricity system in case of an electricity failure. Here as well, it is important to ensure that gutters are clean and that water collecting on the ground level has no access whatsoever to sewage pits. With regard to basements, flood pumps must be installed for instant automatic operation by sensors when water rises in pits lower than the floor. The automatic operation of elevators must go into emergency mode – which will prevent the possibility of going down to the basement, while going up from the basement is mechanically ensured. Likewise, a mechanical means of opening locked doors, both of elevators and the staircase must be enabled. As mentioned, in most cases, the flooded sewer system outside enables sewage to flow into the building. To prevent this, one-direction valves must be installed. Significant expansion of the building area reduces open spaces intended for the infiltration of runoff water into groundwater. However, proper planning facilitates an opportunity to reroute runoff water towards reservoirs (which, during the summer, will allow significantly less wasteful dependence on desalinated plants).
